Finland uses the PEPPOL BIS Billing 3.0 specification for B2G e-invoicing.

PEPPOL BIS Billing 3.0 is based on the Universal Business Language (UBL2.1) format and adheres to the European standard for e-Invoicing (EN 16931).

PEPPOL also has its own requirements that are defined on top of UBL.

For Vertex e-Invoicing, this means you can create your VRBL as usual but you must be aware of the requirements for each of the following formats and networks:

Mandate Information

Although Finnish public bodies have accepted e-invoices from suppliers since 2010, until recently, there was no legal obligation for Finnish public entities to receive and process a particular type of e-invoice.

However, in 2019 the Finland’s parliament passed a law requiring public bodies to accept only electronic invoices compliant with the Directive 2014/55/EU. The deadlines for compliance were set as 1 April 2019 for central government bodies and 1 April 2021 for other public procurement entities.

The most widely used formats are:

• Finvoice 3.0
• TEAPPSXML 3.0
• PEPPOL 3.0

Although there is no official B2B e-invoicing mandate in Finland, a new law from 2021 states that any business with an annual turnover of more than 10,000 EURO may require its suppliers to send electronic invoices.

The format requirements are identical to B2G transactions. Namely, B2B e-invoices must be compliant with the Directive 2014/55/EU, hence, Finvoice 3.0, TEAPPSXML 3.0 and Peppol BIS 3.0 are the most popular formats in Finland for B2B.

For both B2G and B2B, there is no requirement regarding an e-invoicing platform or an invoice transmission method and invoices must usually be archived for 6 years from the end of the accounting year.

Vertex e-Invoicing and VRBL currently supports B2G.
