Lithuania uses the PEPPOL BIS Billing 3.0 specification for B2G e-invoicing.

PEPPOL BIS Billing 3.0 is based on the Universal Business Language (UBL2.1) format and adheres to the European standard for e-Invoicing (EN 16931).

PEPPOL also has its own requirements that are defined on top of UBL.

For Vertex e-Invoicing, this means you can create your VRBL as usual but you must be aware of the requirements for each of the following formats and networks:

Mandate Information

According to the Law on Public Procurement, it is mandatory for economic operators and public contracting authorities to carry out the B2G eInvoicing in public procurement electronically.

Lithuania has a centralised approach to the submission and processing of eInvoices: all invoices are submitted and processed through the eSaskaita e-invoicing portal, following the UBL version 2.1 standard.

Lithuania is implementing the SABIS platform to replace eSaskaita for B2G e-invoicing. From July 1, 2024, all invoices to public entities and other contracting organizations must be submitted through SABIS. This transition aligns with the EU directive on e-invoices in public procurement.

Users can submit invoices to SABIS through the portal, API integration, or Peppol. The following are some of the allowed formats:

• Peppol BIS Billing 3.0
• Peppol BIS Billing CII

The archiving period is 10 years minimum.

Lithuania does not have a mandate for B2B e-invoicing. Hence, Vertex e-Invoicing does not support B2B in Lithuania.
