Slovenia uses the PEPPOL BIS Billing 3.0 specification for B2G e-invoicing.

PEPPOL BIS Billing 3.0 is based on the Universal Business Language (UBL2.1) format and adheres to the European standard for e-Invoicing (EN 16931).

PEPPOL also has its own requirements that are defined on top of UBL.

For Vertex e-Invoicing, this means you can create your VRBL as usual but you must be aware of the requirements for each of the following formats and networks:

Mandate Information

E-invoicing has been mandatory in Slovenia since January 1, 2015. Provision of Payment Services to Budget Users Act mandates the use of e-invoices in billing for public procurement. The use of e-invoices is fully applied in the public sector (B2G and G2G).

In Slovenia, it is mandatory that e-invoices in B2G and G2G are sent through the Public Payment Administration of the Republic of Slovenia (PPA) e-invoicing system. E-invoices can be transmitted by service providers through different channels (such as web-services, a dedicated web-portal, etc.) and by using different market solutions.

Electronic invoices can be sent in the national format e-Slog 2.0 or in the UBL 2.1. (PEPPOL BIS 3.0) format.

The national e-SLOG standard 2.0 is compliant with the EN and it is based on UN/EDIFACT INVOIC syntax.

The PPA is the single entry and exit point for the B2G and G2G exchange of e-invoices and enables the transformation of the e-invoice received in the European standard (UBL 2.1 or CEFACT CII syntax) into the e-SLOG 2.0 format.

Archiving in Slovenia is required for 10 years.

Slovenia plans to implement mandatory e-invoicing for B2B transactions starting June 1, 2026, including cross border transactions. The plan does not include B2C transactions.
