Norway uses the PEPPOL BIS Billing 3.0 specification for B2G e-invoicing.

PEPPOL BIS Billing 3.0 is based on the Universal Business Language (UBL 2.1) format and adheres to the European standard for e-Invoicing (EN 16931).

PEPPOL also has its own requirements that are defined on top of UBL.

For Vertex e-Invoicing, this means you can create your VRBL as usual, but you must be aware of the requirements for each of the following formats and networks:

Mandate

For the B2G transactions, e-invoicing in Norway is mandatory since 2019. Mandatory policies do not exist for the private sector, but e-invoicing is widely adopted by companies.

E-invoices are sent and received through the PEPPOL network so that Public Administrations and their suppliers must be registered in the Elektronisk mottakaradresseregister (ELMA) platform, which serves as the SMP for PEPPOL in Norway.

Norway has fully implemented the European standard on e-Invoicing, including the EN16931 standard.

Norwegian Public Administrations accept invoices in 2 formats:

• PEPPOL Business Interoperability Standard (BIS) 3.0.
• EHF Billing 3.0. format (a format based on UBL exclusively used between Norwegian organizations). It is not mandatory to digitally sign the documents, but e-invoices must be archived for 5 years.
