Spain (FacturaE): Overview

Mandate information
B2G e-invoicing in Spain has been mandatory since 2015 through Law 25/2013, which established the requirement for electronic invoicing and created an entry registration point.
The mandate applies to all central public contracting authorities and entities, as well as their suppliers who issue invoices exceeding 5,000 EUR. The Spanish government has developed FacturaE, their own XML standard that must be used for invoicing public entities. FacturaE uses XML signatures and follows the XAdES standard.
While all public entities are registered with their respective regional authorities, they can be accessed through a single central platform called FACe - a free platform provided by the General State Administration.
