Netherlands: Overview

Get an overview of the requirements for the Netherlands.

The Netherlands uses the PEPPOL BIS Billing 3.0 specification for B2G e-invoicing.

PEPPOL BIS Billing 3.0 is based on the Universal Business Language (UBL2.1) format and adheres to the European standard for e-Invoicing (EN 16931).

PEPPOL also has its own requirements that are defined on top of UBL.

For Vertex e-Invoicing, this means you can create your VRBL as usual but you must be aware of the requirements for each of the following formats and networks:

Mandate Information

The Dutch government has implemented B2G e-invoicing according to the European standard EN 16931. From the 1st of January 2017, all central government suppliers must process and send e-invoices. The obligation was extended to all sub-central government suppliers on January 1st 2019.

E-invoices can be submitted to the government in different ways but the PEPPOL network is the preferrable one and other options are considered as temporary or a back up.

B2B e-invoicing in the Netherlands is voluntary.

Depending on the purpose, different formats are used for e-invoicing:

  • <<glossary:PEPPOL Business Interoperability Standard (BIS)>> 3.0: This is used for cross-border interoperability between countries that also use the PEPPOL network.
  • UBL-OHNL: This is used by the Dutch government for goods and service procurement (excluding the hiring of employees).
  • SETU (HR-XML): This is used for the hiring of employees.
  • NLCIUS: This is a subset of the mandatory European standard on eInvoicing (EN) 16931 for application in the Netherlands that can be used for B2B e-invoicing.
  • Basis Invoice Rijk (BFR): This is only used within the central government.

No electronic signature is required for e-invoices and the archiving period is 7 years, with the exception of invoices related to Immovable property, whose archiving period is 10 years.
