An overview of the requirements for New Zealand
Mandate
The Ministry of Business, Innovation and Employment (MBIE) is the Peppol Authority in New Zealand. MBIE is New Zealand’s economic development agency responsible for building economic performance to improve the lives and living standards of New Zealanders.
There are 32 government agencies that are required to pay 95% of invoices within 10 days and be able to receive e-invoices from their suppliers. However, e-invoices are not available to all agencies and suppliers.
The plan is to make e-invoicing via Peppol the default method to exchange invoices for central government and crown entities.
Description
New Zealand follows the rules of Peppol BIS Billing, based on the principles of the Peppol International Invoicing Model (PINT).
The PINT model was developed on the basis of the European core invoice (EN-16931) and Peppol BIS Billing 3.0, extended to cover international tax regulations.

Restrictions
To create a VRBL invoice compliant with the New Zealand B2G mandate, the invoice must be aligned with the VRBL CORE requirements.
